| पहले जरा इन आंकड़ों को देखिए मुंबई 1245 दिल्ली 1186 कोलकाता 881 गुजरात 993 उत्तर प्रदेश 1273 महाराष्ट्र 1019 पंजाब, हरियाणा चंडीगढ़, हिमाचल प्रदेश (चारों एक साथ) 1165 मध्य प्रदेश 722 पश्चिम बंगाल 703 राजस्थान 441 उड़ीसा 342 कुल 9970 - ये आंकड़े बस ये बताने के लिए कि किन राज्यों में कितने डब्बे टीआरपी मापने के लिए हैं- ये 9970 डब्बे लगभग 69 हजार लोगों का प्रतिनिधित्व करते हैं ( TAM के वैल्यू के हिसाब से) - ये डब्बे सिर्फ और सिर्फ घरों में लगे हुए हैं ( किसी भी ऑफिस, होटल, रेस्तरां, रेलवे स्टेशन, एयरपोर्ट या कहीं और नहीं) - TAM की रेटिंग्स में सभी प्रकार के चैनलों की रेटिंग गिनी जाती है यानी सामान्य मनोरंजन चैनल्स, खेल चैनल्स, समाचार चैनल्स और लाइफ स्टाइल चैनल्स या कोई और भी होता हो तो - TAM एक परिवार में चार सदस्यों को मानता है। सबके हिस्से में एक-एक बटन होता है.. जब जो टीवी देखे, अपने हिस्से का बटन दबा दे - दक्षिणी, उत्तर-पूर्वी राज्यों और पश्चिम बंगाल को छोड़ कर जो हिस्सा बचता है, TAM उसे हिंदी भाषी मानता है - उड़ीसा, गुजरात, महाराष्ट्र और पंजाब को भी - दिल्ली, मुंबई, कोलकाता, चेन्नई, हैदराबाद और बंगलोर महानगरों की श्रेणी में रखे गए हैं, पर हिंदी भाषी दिल्ली, मुंबई और कोलकाता को माना गया है - TAM के मुताबिक मुंबई हिंदी चैनल्स का सबसे बड़ा बाजार है, दूसरे पर दिल्ली और तीसरे पर कोलकाता आते हैं - बिहार और उत्तर-पूर्वी राज्यों में एक भी डब्बे नहीं हैं - TAM के हिसाब से बाजार के मामले में उत्तर प्रदेश और गुजरात तीसरे-चौथे स्थान पर हैं और हर हफ्ते ये स्थिति बदलती रहती है - TAM के मार्केट्स दो भागों में बंटे हैं - 1 लाख से 10 लाख वाले शहर / हिस्से और 10 लाख से ज्यादा के शहर (महानगर 10 लाख से ज्यादा वाले हिस्से में आते हैं और दो भागों में नहीं बंटे हैं लेकिन अन्य सभी राज्य दो भागों में बंटे हैं। इन्हीं की वजह से उत्तर प्रदेश और गुजरात के क्रम हर हफ्ते बदलते रहते हैं) - TAM केवल केबल टीवी देखने वालों की गिनती करता है - दूरदर्शन देखने वाले और DTH के ग्राहक इसके दायरे से बाहर हैं अब जरा गणना के तरीके पर आइए - TAM के मुताबिक असका एक डब्बा पूरे मुहल्ले का प्रतिनिधित्व करता है - गणना के लिए आम तौर पर 15 से 45 साल के बीच के लोगों को ही रखा जाता है.. मतलब बटन भी ये ही दबा सकते हैं - गणना मिनट के हिसाब से की जाती है.. 'अ' ने 5 मिनट देखा, 'ब' ने 2 मिनट देखा, 'स' ने एक ही मिनट देखा और तब उस कार्यक्रम विशेष या टाइम स्लॉट की REACH निर्धारित की जाती है - ध्यान दीजिए कि गणना कार्यक्रम विशेष या टाइम स्लॉट की होती है, चैनल की नहीं - टीआरपी निर्धारित करने के लिए समय को मौटे तौर पर तीन हिस्से में बांटा गया है.. सुबह 8 बजे से 4 बजे दिन तक, 4 बजे से रात 12 बजे तक(प्राइम टाइम) और रात 12 बजे से सुबह के 8 बजे तक - रेटिंग प्वाइंट्स में सबसे बड़ा खेल मिनट का होता है.. किसी कार्यक्रम को औसतन 5 मिनट देख लिया गया तो वो कार्यक्रम धन्य है.. मतलब उस कार्यक्रम की REACH इन्हीं मिनटों के हिसाब से तय होती है ( कि कितने लाख घरों तक उसकी REACH है) - हर दिन की रेटिंग अलग-अलग होती है पर मोटे तौर पर ये तीन हिस्सों में होता है - सोमवार से शुक्रवार, शनिवार और रविवार - साप्ताहिक आंकड़े कैसे बनते हैं.. जिन पर चैनल्स शोर मचाते हैं कि वो नंबर 1 है या नंबर 2 हैं TAM का शॉफ्टवेयर हफ्ते भर की रेटिंग के लिए एक समय विशेष को चुनता है.. जैसे 7 बजे किस चैनल पर कितने लोग ट्यून्ड थे और इसके हिसाब से गिनती होती है। TAM का सॉफ्टवेयर हर हफ्ते RANDOMLY समय का चुनाव करता है.. मतलब इस हफ्ते 7 बजे तो अगले हफ्ते 10 बजे भी हो सकता है और उसके अगले हफ्ते 8:30 बजे भी। - TAM के सॉफ्टवेयर के हिसाब से हर मिनट की गिनती संभव है - TAM ये बता सकता है कि कितने बजे कितने लोग उसके डब्बे के बटन को दबाए हुए थे और उसके हिसाब से कितने लोग उस समय विशेष पर कौन सा चैनल देख रहे थे अपनी बात 1. TAM का दावा है कि उसकी गणना वैज्ञानिक है और उसका सॉफ्टवेयर फूल-प्रूफ है। लेकिन क्या 9970 डब्बे 70-80 करोड़ (TAM का हिंदी भाषी क्षेत्र) लोगों का प्रतिनिधित्व कर सकते हैं ? 2. चलिए मान लिया कि ये केवल केबल टीवी देखने वालों की गणना है - मतलब शहरों में रहने वाला तबका। लेकिन क्या 9970 डब्बे या 69 हजार लोग (इन डब्बों की टोटल वैल्यू, TAM इसे यूनिवर्स कहता है) 25-30 करोड़ की शहरी आबादी का प्रतिनिधित्व कर सकते हैं या केबल टीवी देखने वाले 4-5 करोड़ घरों का प्रतिनिधित्व कर सकते हैं ? 3. TAM के रेटिंग में बिहार अनुपस्थित है, उत्तर प्रदेश तीसरे-चौथे नंबर के लिए संघर्ष करता रहता है, मध्य प्रदेश 8वें स्थान पर है, जबकि राजस्थान 10वें पायदान पर। ये हमारे हिंदी प्रदेश हैं और ये परंपरागत हिंदी भाषी लोग TAM की रेटिंग्स में बहुत नीचे हैं। क्या इसलिए कि इन राज्यों में शहरीकरण उतनी तेजी से नहीं हुआ जितनी तेजी गुजरात, महाराष्ट्र में देखी गयी ? लेकिन फिर भी ऐसे कई शहर इन राज्यों में हैं जो दस लाख से ज्यादा की आबादी वाले हैं । तो क्या ये प्रोडक्ट बेचने के लिए सक्षम बाजार नहीं हैं ? उत्तर मेरे पास नहीं है। 4. अब जरा हमारे हिंदी समाचार चैनलों पर आएं - ये सारे शोर मचाते हैं कि वो नंबर 1 तो वो नंबर 1 लेकिन TAM के 9970 डब्बे चैनल्स के सभी तबकों का प्रतिनिधित्व करते हैं - मनोरंजन, समाचार, खेल, सिनेमा, लाइफस्टाइल और गणना समय के हिसाब से होती है। मेरे कहने का मतलब ये है कि रेटिंग्स इस सच्चाई को बयान नहीं करते कि किस न्यूज चैनल की हकीकत क्या है क्योंकि साप्ताहिक रेटिंग समय विशेष के हिसाब से निकला जाता है और उसमें 'कितने मिनट देखा गया' का बहुत महत्वपूर्ण योगदान होता है। मुझे ये भी कहना है कि न्यूज चैनल्स कुछ भी कह लें पर 9970 डब्बे ये भी बयान करते हैं कि कोई भी चैनल औसतन एक घंटा भी नहीं देखा जाता (चैनल्स की REACH यही बताती है और संपादक लोग इसी REACH पर मरते रहते हैं) 5. इतने के बावजूद चैनल्स रेटिंग्स की मारामारी करते हैं क्योंकि यही उनका मार्केट परसेप्शन बनाता है और कितने विज्ञापन आएंगे.. मोटे तौर पर इसी से निर्घारित होता है। 6. ये भी एक दिलचस्प बात है कि गंभीर खबरों को रेटिंग्स नहीं मिलती है(ऑपरेशन दुर्योधन - सांसदों के रिश्वत लेकर सवाल पूछने का मामला इसका सबसे बड़ा उदाहरण है। जबकि क्रिकेट, सिनेमा, क्राइम, मनोरंजन, भूत-प्रेत, नाग-नागिन जब दिखाए जाते हैं तो रेटिंग्स आती हैं। इस ट्रेंड को ज़ी न्यूज ने पकड़ा, आज तक ने एक नया आयाम दिया, स्टार न्यूज ने इसे और भी ऊंचाईयां दी और अब इंडिया टीवी के नाग-नागिन इसे पराकाष्ठा पर पहुंचा रहे हैं। हिंदी समाचार चैनलों की पत्रकारिता पर इसका क्या असर पड़ता है, इस पर हम सब कई बार बहस कर चुके। इसलिए उस ओर नहीं जाऊंगा लेकिन नाग-नागिन या भूत प्रेत लगातार इसीलिए दिखाए जा रहे हैं क्योंकि रेटिंग्स मिलती है। अब तो प्रतिस्पर्धा इस बात पर हो रही है कि किसका नागिन, किसका भूत सबसे बढ़िया । एनडीटीवी इंडिया को गंभीर चैनल माना जाता है लेकिन मेरी जानकारी के मुताबिक विज्ञापन के लिए उसे 24*7 के बुके में बेचा जाता है, ताकि मार्केटिंग होती रहे और कमाई भी। 7. इस विश्लेषण की जो बात मुझे विचलित करती है ----- क्या हम सब बीमार, विकृत, थकी या सड़ी हुई मानसिकता के लोग हैं (इससे ज्यादा शब्द नहीं मिल रहे ) ? हम सब मतलब हम सब , हमारा शहरी वर्ग जो केबल टीवी देखता है (चाहे थोड़ी संख्या में ही)। गौर कीजिए कि ये बुद्धू बक्से किसी भी ऑफिस में नहीं हैं, होटल में नहीं हैं, रेस्तरां में नहीं हैं, रेलवे स्टेशन या एयरपोर्ट पर नहीं हैं.. ये केवल और केवल घरों में हैं। क्या इसका मतलब है कि हम इतने विकृत हो चुके हैं कि अब नाग-नागिन, भूत-प्रेत हमें, हमारे घरों को ज्यादा लुभाते हैं (कम-से-कम रेटिंग्स तो यही कहती हैं) या फिर हम जिंदगी से इतना थक चुके हैं कि ये कार्यक्रम हमारे लिए दवा का काम करते हैं और वास्तविक दुनिया से अलग किसी और लोक में ले जाते हैं (जहां हम अपने ग़म को, दुख को थोड़ी देर के लिए ही सही पर भूल जाते हैं) ? जबाव मेरे पास नहीं हैं पर TAM रेटिंग्स की परत उघाड़ने से ऐसे भयावह प्रश्न उभर कर आए हैं और जाहिर तौर पर मैं इन संभावनाओं से विचलित हूं। प्रसंगवश समाचार चैनल्स की तर्ज पर नाग-नागिन अब मनोरंजन चैनल्स में भी घर बना रहे हैं ( देखिए ज़ीटीवी पर नागिन सीरियल) अंत में बस इतना ही कि टीआरपी के इस गणित को बयान करने के क्रम में कहीं कोई तथ्यात्मक गलती हुई हो तो जरूर बताएं। प्रतिक्रियाओं और आलोचनाओं के लिए तो पलकें बिछाए बैठा हूं। Source:- www.mohalla.blogspot.com |

As you are aware, the Press Institute of India (PII) is an autonomous body devoted to the cause of establishing and promoting high standards in the field of journalism. The institute has been engaged in conducting training programmes for working journalists, journalism educators as well as journalism students. In order to encourage awareness on these issues among journalism students, the institute in collaboration with the United Nations Childred's Fund ( Unicef) has instituted PII UNICEF National Journalism Students Award . The award will be given for excellent journalistic work on issues such as health challenges for children, nutrition, water, environment and sanitation, HIV/AIDS, child protection, educations and child labour. The journalistic work can be presented in any form features, articles, photographs, posters and cartoons. Entries will be accepted in Hindi and English. Cash awards of Rs 10,000 will be given in all the categories.
All entries should be sent through head of the institute or of the department, must be certified that they are original and submitted by bonafide students. Nominations should be accompanied by three copies/ samples of student's work and a brief statement about the nominee along with a statement explaining why the nominee merits recognition.
Entries will be evaluated by an independent jury consisting of eminent journalists. The decision of the jury shall be final. All awardess will be notified individually. No queries will be entertained. Awards ceremony will be held on a date to be notified later.
